All 39 counties in the state are joining together to sue the Washington Department of Children, Youth, and Families. The lawsuit alleges the state has failed to house juvenile offenders amid capacity shortages. Earlier this month, the DCYF suspended taking in new juveniles into the state system and forced the counties to deal with those juveniles who have been sentenced for various crimes.
