According to a recent study published in the Election Law Journal which puts Washington 2nd on the list, behind only Oregon.

Washington is among the easiest states to vote in. That's according to a recent study published in the Election Law Journal which puts Washington 2nd on the list, behind only Oregon. The rankings looked at 10 factors including how easy it is to register to vote if early voting and mail in voting were allowed and polling hours. The “Cost of Voting” index ranked Arkansas, Mississippi, and New Hampshire as the hardest states to vote in with registration restrictions being one of the biggest factors.
