Investigators tied 45-year-old Richard Loren Pratt to the killings through DNA, witness tips and a rifle officers later found in his possession, even though he’s barred from owning guns. Pratt will pay a $10,000 fine and lose his hunting rights for a decade, and prosecutors say he could still end up in prison if he violates the terms.
