Elma is putting the brakes on automated license-plate readers while city leaders study the technology and its privacy concerns. The City Council unanimously approved a temporary moratorium on installing or using the cameras. Council members say the systems can help police find dangerous suspects or missing people, but they can also track the movements of law-abiding residents. The pause will remain until 90 days after the state attorney general releases model policies, currently due by July of next year.
