During the investigation, detectives learned that Phelps is accused of raping a woman a week ago.

Another twist in the case of a father and son accused in the death of a Moclips man this week. The Grays Harbor sheriff’s department says Rufus Phelps IV was arrested yesterday on charges of being an accomplice to murder. During the investigation, detectives learned that Phelps is accused of raping a woman a week ago. Authorities say this was before his father Rufus Phelps III is accused of shooting a man to death this past Sunday. Both the father and son have been arrested and rape charges could be filed on the son in the coming days.
